Belarus and the Rest

While recently undertaking an internship in the Parliamentary Assembly of the Council of Europe, I was commissioned to write a report surveying the international community’s recent history of relations with Belarus, and more specifically the level of integration and coordination of its key player’s respective policies, a theme less  observed in discussions and analysis of modern-day Belarus. The research dates from 1996, the referendum held that year widely seen as a milestone in the country’s slide towards authoritarianism, and includes the United States, European Union, OSCE and Council of Europe for analysis.
